This Product Is Mainly Used As A Box Cutter Or As A Tool. What You're Looking For Sounds More Like A Pencil Sharpener Style cutter. This Product Could Cut Your Brow Pencil But I Wouldn't Recommend it.

Q: Will this cut tough plastic packaging?

I haven't tried it on plastic packaging, but I'm not impressed by its performance on corrugated cardboard cartons and padded envelopes. The only thing it really cuts well is tape.
