Q: does this require a 20 amp service?

Yes, on 20 amp but I gave it 30amps just so did not draw the lighter circuit hard.

Q: i bought this winch . i have it installed it wont power up ? the cable goes down but wont pull cable up ??

Hi, There is that auto switch that stops the cable from going up too far. It does allow the cable to unspool. It makes sense that the auto switch is somehow tripped. your answer is there somewhere.
