Hi, i paid £15.99 for this item, i am a prime member, i have requested a refund, why am i only receiving £12 back?

If the item was faulty by law Consumer Rights Act 2015 you shouldn't have had to pay return postage. If it wasn't faulty, the seller probably makes a charge to try and recoup some costs or to discourage what they'd call timewasters. Best to make it clear BEFORE starting to return an item whether you're returning because it's faulty.
