Would this mount to the bottom of a round piece of wood then sit on a counter or do I need a 2nd smaller piece of wodd to act as and attach as base?

It would be able to sit on a counter. However I don't know the size of the top round piece of wood. If the top round piece is bigger then 6 inches/152.5mm it may tip if the weight of the items on it were not equalized.

Could you use this to swivel a stool?

I bought 4 of these to use in some bar stools. Way too flimsy even though it says it will support 300 lbs. I weigh 160 and it bent immediately. I wouldn't recommend these for anything other than a lazy susan.

What is the distance between the holes diagonally? Could I use these for small bar stools?
