Will the led illuminate at all if the power supply is only 3v dc, not 12v?

If you earth it it will light up no matter what the voltage

Can these switches be used to switch either one item or another - one with led and the other direction no led? like a a two way light switch.

If you swap the +ve 12V input and output, you could make the LED always lit or only lit when the switch is on.
