Q: Waterproof? 20-30 degree Fahrenheit rated?

While not waterproof, it is very water resistant. I own this exact coat, and I am very satisfied with it! 20-30° F shouldn't be any problem, unless the windspeed is above 30 mph. Very resilient in that respect as well. I'm 6' 4", 225#, and the XL Tall gives me a great range of movement plus enough room to layer if needed.
