Bagged tips should never be considered sterile for use, because the user is going to load them into racks before use, which is a major potential source of contamination which obviously the manufacturer can't be liable for. If you want these tips to be sterile, handle them in a clean room and then autoclave. In my personal experience, they're clean enough out of the bag for general lab use, although I'd not recommend this sort of tip for actually performing PCR or other tasks where trace contamination might be an issue.
