Sorry this external bluray drive can't work with the samsung galaxy tablet,for the tablet doesn't have the drive driver and it can't provide enough power for it,sorry.

Can I use it on a tv for Blu-ray player, without a pc or Mac?

All external bluray drive need the bluray drive driver that just can work well for you. You can plug the drive into your TV, as TV doesn't have the drive driver, so it cant play for you.You can plug a usb flash drive or usb hard drive to the drive,that will play for you on TV.

What software should i download to play blu rays with this on both windows 10 and macbook?

The PC software you need is called Power DVD the MacBook has one too but I don’t know the name of it. I do remember seeing it when i was looking for Power DVD.
