does it work with xstamper?

Excelmark ink will not work with Xstamper. ExcelMark ink is a water based ink that works with self inking (ker-chunk style) stamps and with old fashioned stamp pads. Xstamper stamps are Pre-Inked, and they use an oil based refill ink. It is best to use Xstamper ink with Xstamper stamps. ExcelMark ink will work to refill any self inking style stamp. Self inking stamps are those with a slide out ink pad. Common examples of Self Inking stamps are Trodat, 2000 Plus, Shiny, Ideal, ExcelMark, and more.

Is this ink washable and OK to use on washable ink pads for kids?

It has a warning on the bottle: "harmful if inhaled, swallowed or absorbed through skin. Do not breathe vapor. Do not get on skin." It does not appear to be kid friendly!Does not appear to be kid friendy!

Is the ink permanent? I have a name stamp and it is drying out. It would need to be permanent so it stays on after washing.

You are thinking of indelible ink. Get a Sharpie marker.

If I use this blue ink refill on an originally red stamp pad, will it stamp as blue?

We had an original red stamp and used the blue refill and our stamp is now purple which is a great color even it wasn't what we intended.
