I don't know what a midge is, but it was amazing for misquitos

Yes. As a pyrethroid it is toxic on contact to insects generally. It is also toxic to fish and other aquatic organisms, so you will want to avoid contaminating fish ponds, streams, lakes and rivers. I have a koi pond and have never had a problem from fogging around the pond.

The fogger solution being used, is it oil or petroleum base? does that solution kill the honey bee too???

I think oil and petroleum base is the same. It will kill honey bees. Do not spray around flowers.
