is it low beam or high beam. I read a review which said its high beam ?

On my wife's Kia Soul it is high beam! I don't understand where the confusion started but they do not state it properly because I was looking for low beam and this only fit the high beam side. The low beam i needed had a black base that gets twisted on. This is the center one that needs that retarded clip that Kia uses.

Are these led? and are they just plug and play?

It is halogen, not LED. And yes, it is plug and play. I have used these bulbs for many years and like them very much.

Will this work as brights on a 2006 Chrysler Pacifica?

Does this shine blue-ish ?

It's actually much brighter than the one I replaced. However it only looks very slightly blue
