Are they to be placed right and left as you are sitting on the bike?

Yes, at least that's how I did it. I live in the northern hemisphere so you may want to check with someone else if you live in the southern hemisphere.

Will these fit a regular bike? I'm setting up an out door bicycle on a stand. I'd like to use the exercise pedals with straps.

Not likely unless the pedals have rectangular stubs to mount on. You may be able to jury rig a modification on the regular bike pedals using a couple washers big enough to fit over the mounting bolts.

How big are the holes in the straps? My Proform 6.0 has 1/2 inch holes for adjustment.

They're oblong shaped, 3/4 inch long by 1/4 inch wide.
