What diameter is the base (in mm) ?

It's 50 mm. Same diameter as the DeLonghi machine's coffee holder.

Will this be the right size for use with the delonghi stilosa machine?

I would think so. The stilosa needs around a 51mm, this tamper is 50/51mm.

Would this tamper work with the ecp33.21 pump espresso machine baskets?

It works with my Delonghi coffee machine. You have to know diameter to understand if it works. The tamper is 50mm, so it'll go with 53mm. If your espresso machine is professional one, do not consider it because they are usually 55mm. The tamper itself is heavy and perfect in all respects.

Why is this better than the plastic one that comes with the machine ?

It's a good heavy weight, well made and just feels more efficient. Looks a lot better too.
