Do these peanuts contain aflatoxin?

As far as I know these are 100% natural peanuts. Ive used them several times with no ill effect. Birds love them.

The birds will not eat it. Do I just have fussy birds or does anyone else have the same problem?

It depends on what birds you have in the garden. I find that the goldfinches and sparrows love the sunflower hearts and the chaffinches and greenfinch come too. Starlings, Robins, blackbirds etc that prefer insects and worms aren't so interested. I had to use a good quality seed mix recently when I couldn't get the sunflower hearts and the finches just went elsewhere but the starlings emptied the feeders. When feeding sunflower hearts I sometimes also put out dried mealworm for the ground feeders.

Are the sunflowers hearts already shelled?

Yes they are shelled, just like the ones used to add to salads - no outer shells.
