Tighten them with your fingers and take a 3/8" wrench and just tweak them a little more. This way no one can steal them unless they have a 3/8" wrench to loosen them.

They are aluminum, aluminum does not rust, it corrodes. Not even an hour ago I spent $179.92 to have my tire pressure sensor and valve stem replaced because an aluminum valve stem was corroded on. Your best bet would be to go for plastic and stainless steel
