No, the Boba Air is designed to be used by babies from approximately 5 months+ (15lbs onward) as a compact standby carrier, a great option for holidays or to keep in the car, your bag or under the pram. A better carrier for newborn babies is the Boa 4G, weight tested from 7-45lbs, excelling in the first 3 years.

Can it be used in water (asking because someone recommended in one of the moms groups)?

Hello, thank you for your question. The Boba Air is a very durable carrier, so it is not a problem if you are wearing it on the beach or similar. It will easily wipe clean and quickly dry, but we would not specifically recommend it's regularly used in the shower or similar although again, it would dry off quickly after submersion in water.
