What happens if there is no sun to reactivate like in the winter time?

You can place the bags on your window still in the winter to activate them as the sun does shine in the winter.

One company touts the bags will remove dust, will it?

They did not remove any dust. Dust needs to be removed physically. The bags removed moisture from the air. Due to allergies, I purchased an air purifier which works great.

Do you sun activate first? They came without instructions

No, when they stop working, that is when you put them in the sun. They work great.
