What is the powder substance on on the green rubber pieces? Even after washing it did not come off

Hello Customer SAM, Thank you for your email. That substance is talc. Rinsing/dish washing is not effective in removing it, but using a dish cloth the first time will remove the talc. I hope this helps. Please let me know if you have any other questions.
