Does this need a waterproof membrane to stop it becomimg wet from condensation?

Recycled PET insulation will not actively absorb water from the air even at 100% humidity, it therefore does not require a waterproof membrane. However this assumes you have covered all cold outer steel to prevent condensation forming on the panels behind.

Could I use this to insulate a hot tub? Going on outside of tub...

I would not recommend this for use externally or in a very wet or humid environment like around a tub, you would be better advised to use a closed cell foam type liner insulation.
