Yes, cover is provided to cover the face of the racket.

Is this racket playable area smaller than usual size?

No the playable area is not smaller than the typical racket. Note however, that the "sweet spot" varies with string tension. So the smaller the tension the larger the "sweet spot". Typically I use 21 - 22 for plastic shuttles and 23 for feather shuttles. If you are a beginner you may wish to opt for 20.
