Stevie Russw gives the answer.So saying, I have a dimmer floor lamp with a dimmer switch and LED bulb in the holder, while it was bought with a halide bulb. The LED bulb occasionally flashes, but seems to be compatible overall. So it may be dependent on the switch itself whether it will be able to take an LED bulb. If you consult with the manufacturer of the fitting your E14 bulb is in, then you should get a definitive answer.

Q: Can these be re-flashed with tasmota? tuya is useless with homeassistant

Yes they can, and ESPHome. The process is not easy though. There is a common earth bar running across the back of the unit which needs to be (carefully) separated from the rivets where the screw holes are. If you Google "CU9KW esphome home assistant" you will find a thread where the procedure is discussed.

Q: Does the WiFi socket work even if there is an internet outrage?

The WIFI Smart products require internet to be on to connect with the cloud for operation

For dimmable LED bulbs you need a dimmer switch that is 'trailing edge' - this model is a 'leading edge' one so it's no good for you.
