I need to cut out an opening for a register in a ceramic floor tile...... will this work?

Yes, I have used it for cutting a hole in a ceramic tile wall to install a shower faucet and it did a good job. You do have to go slow though and it gets dull if you use it a lot

You might be able to cut certain metals with it but it's not generally a good choice for cutting metal. This one is made for cutting tile and concrete.

Will the t130dg blade cut glass tile if i go slow and use water?

There are much better ways to cut glass and tile. Personally I wouldn't get water close to my jig saw - it will rust the shaft and mechanism that holds the blades. Tile cutters and nippers do a fine job and if you have a small area to trim using this blade - dry would probably work as long as you can hold the tile/glass solidly so it won't vibrate.
