Can this be used with hydraulic oil? Is the seal compatible?

Probably not. You have to use Teflon tape to seal the pipe threads on the inside. If your hydraulic oil is that very low pressure then you can probably use it under 100 psi. The very nature of a hose barb and or a pipe thread is very low pressure liquid. Take note

will a female 1" npt valve fit on the outside threads?

No. The outside thread is not a pipe thread first of all. Second of all it’s a reverse thread, so it doesn’t even go in the same direction. the nut is that same reverse thread
