Q: Will this hold a half 13 tap?

Fits performance threading system self aligning tap 1/4" to 1/2" (6mm to 12mm). Designed for use with taps, reamers, screw, extractors & other tools with a square shank.

Q: It doesn't seem to fit .399 inch bit. I thought it would fir 1/2 inch. I need to remove one of the inserts for it to work. Is this normal?

Hello, The T-Handle which purchase handles a 1/2 tap as it was advertised to do, A 1/2 inch drill bit however is several 1/1000's larger than a 1/2 tap. The T-Handle is designed for taps, RZ-outs and similar tools. Hope this sheds some light on this question!Robert Boehler
