Yes you can fly with this. Most airlines will not allow a softcase.

Q: Will this fit 28" arrows?

Yes, with plenty of room to spare on either side of the spectrum(shorter or longer). I have 28.5" to 32" arrows in mine, depending on which limbs(Samick Sage) I am using on any given day, with plenty of room to spare either way. Definitely worth the money to protect and easily carry a take down recurve, 12 - 18 arrows, arm guard, bow string, bow stringer, string wax, small stabilizer(5"), two finger tabs(split and 3 finger under), and gloves(now that it's cold).

Q: will my samick journey 64in recurve bow

Hello, thank you for showing interest in this listing. The Sage riser and the Journey riser are identical, the journey limbs however are 2" longer than sage limbs. I happen to know though that the Journey limbs even being 2" longer will in fact fit in this particular case. You should have no problem storing your Journey bow in this Vista Traveler Takedown Case.
