Q: Is this made from recycled content? If so, what's the percentage?

There is no indications on the packaging about content but it seems to me that, other than the metal spiral that holds the pages, paper is basically recyclable. This product particularly, since it's so cheap, I'm pretty sure they haven't used, 'special' additives to make the paper acid resistant, etc. Just an opinion but I'd considered this issue too before I bought them.

Q: Is the front cover plastic?

No. It's a lightweight cardboard type material.
