Q: Can you tap for bolts with this

Yes and no. go to youtube and search for "Building a 665LB Steel Welding Table/ Workbench!" to 27:04 minutes. It is quite an expensive tap attachment to buy, but it will make the job much easy!

Q: Does anyone know the length and width of the magnetic base?

Should be a standard size about 4"x8". Really, what matters is magnet holding power. I got rid of the EVO not because it was bad, I traded for a Dewalt,far more powerful, better service and with better features

Q: Can this drill sideways and overhead?

Yes as long as the magnet can attach and hold. Remenber thin guages of steel will not be adequate for the magnet to attach.
