Will this work with the isi classic mesh soda siphon?

I don't know. I had an old siphon & it worked great on mine. It's incredibly easy to return on Amazon for free if it doesn't. I've made many returns.

what do I need to puncture the cartridge and fill the balloon?

this piece holds the cartridge and goes onto the base of the whip cream charger/canister. The canister already has something to puncture the the cartridge and the air from it then goes into the canister which you can pull on the handle and the canister will release it and you can fill the balloon with it directly from the canister

I bought an Artisan whipped cream maker and some chargers. Do I need the above part in order to attach the charger to the whipped cream maker?
