Can you mount this on your dash?

It's not made for this type of mounting. In my opinion, the bouncing head cannot sustain the harsh jerks of the car. This piece of art would be wasted on a dashboard.

I couldn’t remove the base to replace the battery ?

The one I have isn't attached to the base. It just sits on pegs that hold it in place.
