Is this difficult to wear when windy?

Yes, it is but I think any umbrella is difficult to handel when the wind is kicking. There is a piece of material that hangs down under the chin (see amazon picture of man wearing the umbrella) that abels the wearer to hold onto to that prevents the umbrella from blowing off the head. Would this fit my 5 month year old baby?

Absolutely not, no! This is for an adult, and ideally for a larger adult (I'm 6'2", 195lbs and it's comfortably big on me). Frankly, this would function much better as a bed for your 5-month-old rather than as a hat.

it is rain proof? if yes how well perform under rain?

Yes, I've used mine in rain and snow. Kept my upper half dry. The only conditions it hasn't been good in is wind.
