couldn't someone just cut the end edge off a piece of pipe and then cut it into two half circles and do almost the same thing?

The short answer is: yes. This is a single piece of plastic that goes around the pipe and then snaps together. To cut the bell end of a pipe, glue it, and press it into place until the glue sets is more trouble that it is worth IMHO.

Do the leak-b-gone kits come with the primer and cement?

No, only the rings are included.

If the outlet pipe is PVC, this product should work. Otherwise, the repair ring will only bond with the PVC pipe. A picture of the joint would be helpful.
