Am I understanding that this billet is already hardened? Heat treated? Tempered?

The description lists the hardness as I believe 56-60 on the Rockwell scale, which is in the range between a functioning carry knife and a premium knife, so yes it is hardened.

I’ve bought three of these billets. They are solid quality Damascus. Any Damascus will lose the design if sanded. You must re etch if you take down the surface at all.
