How do I make it bubble???

You need to let it soak more than an hour. Took mine about 3 hours and then I started to see a little stream of bubbles. Now the whole thing is fine. Just takes time

Is this enough for a 30 gallon tank or will it be too small?

This will work well in a thirty gallon fish tank

Is it just the bubbler led, or does it come with everything you need to set the bubbler up?

It came with air hose, too, all ready to set up. I love mine, I have 2 and have them set up with a gang valve so I can adjust the air flow. It does not have an on/off switch, so you have to unplug it to turn it off. I bought a remote control light timer so I can turn them on and off without unplugging them. This is the timer I bought from Amazon.
