What is the weight capacity?

I'm unsure of the maximum load it can handle, but I use it for servicing heavy computer equipment in the neighborhood of 50lbs and it handles it just fine.

can you paint the top of it?

Sure I don't see why not... I'm going to paint mine black...you may want to use a primer then an enamel paint finish for durability and to be able to wash it numerous times. The new enamel paints clean up after use with water not turpentine like the old enamel. Good Luck!
