Q: Is this safe for toy dog breeds?

I used on my schnauzer who was severely matted and could not remove any matting without causing the dog much discomfort.

Q: I am left handed and I would like to know if the blades can be transferred to the other side of the tool.

Yes, there is a screw you take out and can switch the blade to go the other way.

Q: could it clip the fur instead of using electric clippers

I wouldn't say it clips like an electric clipper so I would say no. It's very good at combing through knots in the fur.

Q: Are the blades sharp as compared to the Mars Coat King(which is an undercoat rake)?

As far as I can tell the blades are fairly sharp but well protected. I used it to remove mats from my adopted cat and it worked well but did remove some hair that I hadn't intended to remove.
