How can this contain cacao and not have caffeine?

According to one source, cacao doesn’t actually contain caffeine. It has a similar stimulant called theobromine that is found only in cacao. https://www.realrawfood.com/cacao-info In another source, it shows that there are 12 mg per tablespoon of cacao. If we assume that is the case, there isn’t that much cacao in each cocoa mix package as there isn’t that much mix in a single packet. So I would say if there is caffeine in this, it is probably very negligible (1-2 mg, maybe 3?).

Is this a product of the USA

Foreign ingredients have nothing to do with the California lead warning. It is on ALL cocoa products, due to the nature of the soil.

Does the Stevia give it a weird aftertaste like Stevia can do?

I don't feel like it does at all. Even my kids like this. It is for sure more of a less-sweet, Cacao flavor. Not a sweet hot chocolate flavor.
