does this work with pastel pencil?

I'm not sure it would as the surface of this paper is quite smooth. There isn't much 'tooth' for the pastel.

Is this paper suitable for block printing?

Probably but I'm a colored pencil artist. Maybe someone else will be able to give you an answer on that
