Q: I want to use this with a rotor. What is the diameter of the shaft at the bottom? Amazon's description says 3.8". That makes no sense.

My measurement shows approximately 1.75 inches. the tech specs on the amazon page are: The Channel Master Telescoping Antenna Mast (25 Ft.) is made of 18-gauge, galvanized steel. It comes collapsed at 9 ft., then expands to 25-1/3 ft. Top diameter is 1-1/4" and bottom diameter is 1-1/2". Weight is 22.5 lbs.

Q: What is the Inside diamieter of the top section where the antenna mast mounts?

1 & 1/8 inch, standard ant mast will go inside top tube

Q: Is this suitable for outdoor TV antenna? And what tools and materials needed to mount it or to put it up?

Yes, it is suitable for outside. You will need a bracket and possibly guide wires to mount - depends on location. Instructions are not the best. After you extend the pole, you will need to align the holes from section to section and you are provided some medal pens to maintain alignment. Two of the three screws can be hand tightened. The top most screw will require pliers, wrench, etc.

Q: Does this require guy wires?

It would depend on your unique installation. If the mast is anchored to a building near the top of the mast AND in the middle AND the total weight at the top of the mast is minimal, then no guy wires would be needed. But if that's the case, then it may be more practical to use a roof-mounted mast! In other cases, where the mast extends above any support structure, then you definitely should use guy wires at all available guy wire points. If you need clearance under the guy wires (e.g. to cut grass, etc.), consider cementing a post of sufficient height into the ground and attaching the guy wires there. A good, solid base is also important. Don't forget grounding - an absolute essential for all antenna installations.
