It should be fine in the rain. The lid does not have a gasket seal, nor do the side side panels so I don't think it would be good in standing water.

Is it fully dust proof? Items inside keep clean in dusty weather like uae

We actually lived in Abu Dhabi, in the UAE, when we purchased this item. We kept it in our “drivers room” and it was worked fine there. I would guess it would work ok out side as it has a pretty tight fit. But I can’t guarantee it’s fully dust proof in a UAE type environment.
