Q: Does this have an inner bag? (Ie if there is a spill I can whip off the outer case to wash without all the beans needing emptied?)

No, there is no inner bag. It has a double zip, but you would have to empty it to wash. It is a great compliment to the bean bag, very comfortable. I hope this helps.

Q: What is the filling made of?

I am pretty sure it’s the usual polystyrene balls in normal beanbags. It certainly moves like it when you put your feet on it.

No they are loose inside the cover. There’s a double zip but no inner bag.
