Does this case have a cover or is it open like the picture?

Open. I've seen closed covers destroy many reeds due to rotting. This is the best reed protection and proper drying protector I've ever used.

Will this fit bass clarinet reeds?

I wouldn't recommend it. Bass clarinet reeds are closer to tenor sax reeds in size, which would make them fit very snugly into this reed guard, if at all. For bass clarinet, I would recommend the tenor sax/bari sax size, sku RGRD4TSBS.

Im upset with my order. All i recieved today was the reed case. No reeds. How can we fix this?

The product is just the reed guard, without the reeds. You can order them separately through Amazon though. There are several brands to choose from.
