Will these work with ps4 & xbox one cases?

These are designed for a 12mm thick blu-ray case. I believe XBox One cases are 12mm, so will fit. I believe PS4 cases are 14mm, so will not.

will these hold bluray steelbooks?

They will yes, will be snug. The Steelbook can be sealed, however can’t have a slip or quarter cover slip/back art cover.
