Q: Will this emulate HDR?

I don't know what the presets are but you should be able to copy the EDID from your display. The bit depth block is three bits in the basic display block and the standard allows up to 16 bit display depth. Most HDR displays are 12 bit. Check your display's bit depth and as long as it is 16 bits or below then you should be able to copy that EDID. When you connect your device to the EDID it will think that your display is connected and will run at its' usual display settings just like it does when that display is connected.

Q: How does this device handle hdcp? i am looking for something that will report to the source as non-hdcp compliant.

No, the dip switch let's you determine which format is passed. DIPs 1 and 2 according to the manual: ON ON Use copied ON OFF 7.1 CH OFF ON 5.1 CH OFF OFF 2 CH
