Q: Is the product clear? I intend to use it for dry form eyeliner and many setting sprays have bad colors

there is no color, it is clear and sprays on entire face to "seal" or set your makeup. I use it just prior to my last step of doing mascara.

Q: I already wear a Matte foundation will this make my face look caked when it sets?

I use a matte powder base, and it does not make it cakey looking. I've been very pleased.

Q: Does this product have a matte finish like Mac Fix & Matte?

This e.l.f. Makeup Mist & Set has a matte finish. Be sure you purchase this & NOT the illuminating which has a dewy finish. I've not used Mac's product, so I can't compare the two. Hope this is helpful.
