Yes, the packet is sealed with a thick plastic cover. When you open the packet, the strings are individually in the traditional paper envelopes.

Do these strings have a ball on the end for stringing or do they need to be tied?

The ball end of the strings go on the bottom below the sound hole. You thread your string through those holes until the ball stops the string from passing through. No need to make any ties.
