Q: Are both the force and deflection scales etched into the body of the tool, or are the markings on applied labels?

Sadly the description is misleading.. The scale on both the tension and deflection are stickers... Depending on how many belts you tension per year if it is heavily used you might get a year of use..

They are stickers. Not etched. They can wear off. If they are used extensively I have had the numbers wear off.

Q: Does it come with a chart with the proper tension for a belt?

It does.. I would suggest getting a set of sheave and belt gauges to go along with it.

Q: It is the scale marking to be painted or engraved instead of paper sticker?

The tension checker has an imprinted scale for span length and scale for force to depress the belt. The paper included gives recommend settings for the O-rings on the checker.
