will this short accross the terminals if wrapped around solenoid terminals? it says aluminized in discription.

If installed correctly with the reflective Aluminized surface facing outward, it is not possible to short across the terminals.

What size for a 2013 corvette ls7 with stock starter?

This shield, 10384 will fit an mini high torque starter. If it has the larger standard starter, look at part# 010402

Would it fit my 1980 Chevy C70?

Being the fact that I have a mini starter it covers the solinoid and starter perfectly.if you have a full size starter you might want to get a wider cover greater than 5.25 or it might not cover the main portion of the starter.

Will this fit a Mopar mini starter?

I'm not familiar with Mopar mini starters. It fits around my mini high-torque starter mounted on a 350 chevy eng.
