Thank you for contacting Clairol Professional! The Shimmer Lights Permanent Cream Toner does not have a toner with a blue base. The base color for each toner is as follows: Smoky Pearl is a violet-cendre (violet-ash), Platinum Ice is an ash, and Cool Beige is an ash–violet.

Q: Should developer be used with this?

Q: If i’m using the full 2oz tube of toner, i’ll need 4oz of developer, correct? which would mean i need to buy two bottles of the 3.6oz developer?

I think according to their directions yes that would be correct. You’d need to buy two bottles of developer. However, I personally used 1 tube of toner and just one bottle of developer and it was fine.
