Q: On positioning precision: How many encoder lines per mm? Or, what is the specified positioning precision in mm?

This machine uses stepper motors, not servomotors. Servomotors use encoders with feedback to the controller, stepper motors do not. To understand more about stepper motors, and how they position, there are plenty of great articles online. I have this machine, and it has been fantastic. Zero issues with accuracy! Stepper motors are very reliable.

Q: Can i use easel Inventables software for this machine?

Yes you can and works really well. The only thing I don’t like about easel is the entire project has to be cut with the same bit there is no option for mid cut but changes. Other than that easel is a great program for this machine

Q: Would it cut abs plastic without melting it?

I haven't tried to cut anything except wood, You might be able to cut abs plastic without melting it if you use a single flute endmill and run at a fast enough feed rate. I need to point out that this is an extension kit for the Genmitsu PROVerXL 4030 CNC Router which you would have to buy separately. It is not a complete CNC.
