Is this material flexible after it fully dries?

Not much, you need to be careful after it’s dry not to crack or break it off, but it is more flexible with heat. Use a heat gun or hair dryer to warm the piece first. Go slowly and don’t try and force it, use another object underneath to support the piece and bend it as you heat the material, a jar or bowl, something that can handle heating.

does is shrink as it dries?

Yes it shrinks, maybe 5% or less so plan accordingly. It is wet feeling but this dries, the piece shrinks slightly, but it must dry entirely to hold details.

How strong/brittle is it once it dries? Could you snap it with your hands?

It would be rippable- it is not brittle. It remains flexible after curing.

Why is my foam drying crooked and odd on the bottom. I am making fake marshmallows and they do not dry righ?.

the sugar may be partially dissolving in the resin. I would string them with needle and thread and hang horizonally. Epoxy would probably give you less trouble.
